In less developed countries the tax structure is heavily dependent on indirect taxes especially custums and excise duties.
They include a five-year holiday on profits tax, and exemption from import and excise duties and from some licensing requirements.
If that switch were made too, the exchequer might lose a bit in excise duties, but would gain more overall, and the yield would keep on rising.
