They are apt to take advantage of our policies and distort them, and deliberately put forward unreasonable demands in order to incite the masses, or deliberately spread rumours to create trouble and disrupt public order.
We must strive for a stable and united political situation without the people's democratic dictatorship. We must not allow those who invert right and wrong, confuse black and white, make rumors and slander to go unhindered and incite the masses.
