The government has doctored the inflation index since 2007, keeping the official rate around 10% while prices have risen two to three times as fast.
If you wanted to have a real frame, then you would index to the consumer price index or some other inflation index.
The core inflation index, which excludes food and energy costs, was 1.5%, the highest since the fourth quarter of 2009.
Some suggest that owners' equivalent rent should simply be dropped from the inflation index.
